A school and a railway were completed in the later nineteenth century to serve what was still mainly a farming community. Coopers Plains did not have electricity until 1930 and had no large-scale building projects until the second world war when the United States Army built several large storage units (still standing) to house equipment, and later on, new immigrants.

Coopers Plains was not considered fully developed until the early 1990s. The city has a distinct late-twentieth-century feel as most of the housing for current residents was built in the past 30 years.
