Coopers Plains began life as the Moreton Bay penal colony and was considered strictly such for two years. By 1826, convicts were supplying labor by building roads and tending to the cattle and sheep. The prison warden at this time bestowed the name Coopers Plains upon the small, rural camp in honor of its chief surgeon and Australia's first medical graduate, Dr. Henry Cowper. Ironically, Dr. Cowper's personality has been recorded as being the opposite of the halcyon settlement named for him. Dr. Cowper was forced to leave the fledgling settlement in 1832 after entering the women's quarters and getting several women drunk.
As technology evolved, Coopers Plains evolved with it, maintaining a stalwart character as it changed with the times. A school and a railway were completed in the later nineteenth century to serve what was still mainly a farming community. Coopers Plains did not have electricity until 1930 and had no large-scale building projects until the second world war when the United States Army built several large storage units (still standing) to house equipment, and later on, new immigrants.
Coopers Plains was not considered fully developed until the early 1990s. The city has a distinct late-twentieth-century feel as most of the housing for current residents was built in the past 30 years.
